Hill employed nearly 27,000 people in 2024 and is Utah’s largest single-site employer. For military retirees in Davis County, the Medicare decision is already made: TRICARE For Life only works with Parts A and B, and you must pay the Part B premium.

Layton is a family suburb, about 11% over 65, with an outsized military-retiree population because the base’s main gates are inside the city. At 65, a military retiree’s TRICARE becomes TRICARE For Life automatically, provided Medicare Parts A and B are in place. There is no still-working exception and no penalty-free delay: miss the Initial Enrollment Period and TFL does not cover you until Part B starts, and the lifetime penalty applies. Enrolling in the three months before your birthday month is the whole plan.

The base’s civilian side is the federal question instead: FEHB continues in retirement and Part B is optional, worth comparing plan by plan. Around the base, defense contractors like Boeing, Northrop Grumman, General Dynamics, and Lockheed Martin are ordinary large private employers whose coverage lets Part B wait. Davis School District, one of the state’s largest employers, follows the PEHP path, and two hospitals of different ownership, Intermountain Layton and Holy Cross Hospital Davis, mean a steady stream of nurses turning 65 on large-group plans.

You and your spouse can buy the PEHP Medicare Supplement at 65 whether or not your former employer offers retiree coverage; it requires Parts A and B. Plan 100 is $154.17 a month at 65 for 2026 (age-rated), and PEHP’s retiree counselors are at 801-366-7499. Whether your specific district, city, or county subsidizes it is an HR question; ask before your last day.
